The current state of accountability for any level of law enforcement in Texas is, actually, much worse than the OP has outlined in their original thread... I'll explain.
Firstly, there's the widespread complacency with all forms of misbehavior and deviancy; not just by street patrol or investigative officers either, but also complacency of municipal organizations toward corrupt acts committed by department leaders and administrators!
Second, the State Attorney General's office actively works to shield municipal organizations through extremely biased legal interpretation, utilizing formal opinions, that directs the actions of municipalities; often undermining the ABILITY even to seek meaningful accountability.
Third, in the rarest of occasion, if an individual officer, or an entire department, is made to account for any allegation(s) of misconduct... Texas has SEPARATE Judicial System for officer adjudication, which is private, confidential, and not subject to public record statues.
There's nothing like hiding all prosecution of dirty cops from any public scrutiny to encourage this State's law enforcement to follow the path of righteousness, eh??!!!
